What Is HB3000?

House Bill 3000 (HB3000), passed during the 89th Texas Legislature, creates the Rural Ambulance Service Grant Program. This program provides financial assistance to help rural counties purchase new ambulances and make necessary modifications.

The goal is simple: improve emergency response in underserved areas by helping agencies replace aging fleets and close dangerous response-time gaps.

Effective Date: September 1, 2025
Application Window Opens: January 1, 2026


Why Was HB3000 Created?

Texas has a rural EMS access problem. In fact, over 94% of Texas counties include “ambulance deserts: areas where residents live more than 25 minutes from the nearest EMS station. Many communities also face:

  • Limited or unstable EMS budgets
  • Aging vehicles with high maintenance costs
  • Staffing shortages and long response times

HB3000 is designed to close those gaps by offering meaningful financial relief to rural counties and helping ensure faster, more reliable emergency care.


Who Qualifies?

The program is open to Texas counties with populations of 68,750 or less.

Grant Amounts
  • Up to $500,000 for counties under 10,000 in population
  • Up to $350,000 for counties between 10,000–68,750
What the Funds Can Be Used For:
  • Ambulance purchases only, including necessary equipment or modifications.
Program Requirements:
  • One application per county per fiscal year
  • Funds must be used within five years
  • Counties may not reduce EMS budgets after receiving a grant

What’s Next?

The Texas Comptroller of Public Accounts will manage the program, including setting application guidelines, disbursement timelines, and compliance checks.

The Legislative Budget Board projects that if fully utilized, the program could distribute up to $84 million per year.
