HB3000 Super Guide: What Texas Rural EMS Providers Need to Know

Starting January 2026, Texas counties under 68,750 in population will have access to game-changing ambulance funding. Here’s what you need to know, and how Frazer can help. What Is HB3000? House Bill 3000 (HB3000), passed during the 89th Texas Legislature, creates the Rural Ambulance Service Grant Program. This program provides financial assistance to help rural counties purchase new ambulances and make necessary modifications. The goal is simple: improve emergency response in underserved areas by helping agencies replace aging fleets and close dangerous response-time gaps. Effective Date: September 1, 2025Application Window Opens: January 1, 2026 Why Was HB3000 Created? Texas has a rural EMS access problem. In fact, over 94% of Texas counties include โ€œambulance desertsโ€: areas where residents live more than 25 minutes from the nearest EMS station. Many communities also face: HB3000 is designed to close those gaps by offering meaningful financial relief to rural counties and helping ensure faster, more reliable emergency care. Who Qualifies? The program is open to Texas counties with populations of 68,750 or less. Grant Amounts Up to $500,000 for counties under 10,000 in population Up to $350,000 for counties between 10,000โ€“68,750 What the Funds Can Be Used For: Ambulance purchases only, including necessary equipment or modifications. Program Requirements: One application per county per fiscal year Funds must be used within five years Counties may not reduce EMS budgets after receiving a grant Whatโ€™s Next? The Texas Comptroller of Public Accounts will manage the program, including setting application guidelines, disbursement timelines, and compliance checks. The Legislative Budget Board projects that if fully utilized, the program could distribute up to $84 million per year. Why This Matters for Your County HB3000 is more than a grant, itโ€™s a chance to modernize your EMS fleet without exhausting your local budget. Manufacturing Today: Purpose-Built to Save Lives

Boasting innovative features like independent HVAC, simple electrical systems, and multiple power options, Frazerโ€™s prehospital patient care vehicles are designed with safety, comfort, and reliability in mind. How Frazerโ€™s cutting-edge emergency vehicles empower healthcare providers to save lives Committed to empowering its clients from the beginning, the company was established in 1956, originally fabricating steel equipment for seismic exploration. Laura Griffin, CEO, fills us in on Frazerโ€™s story from that point on. โ€œIn the early 1980s, we shifted our focus to upfitting original equipment manufacturer (OEM) vehicle chassis to be used as Emergency Medical Services (EMS) vehicles suitable for use as ambulances, mobile stroke units, and mobile clinics. Over the years, we have introduced innovations such as generator-powered EMS modules and the USโ€™ first mobile stroke unit. Today, we are still actively expanding our services, as exemplified by the opening of a new service center in Florida in 2022. A privately owned business, we continue to lead the mobile healthcare industry through relentless innovation, quality-driven manufacturing, and customer-focused solutions that compete with those of much larger competitors,โ€ she begins. Darren Ward, President at Frazer, shares more information about the companyโ€™s core products and services offering. โ€œFrazer specializes in engineering and upfitting custom emergency vehicles designed to support the unique operational needs of EMS providers, fire departments, and mobile healthcare teams. Its product lineup includes type 1 and 3 EMS vehicles, first responder vehicles, mobile stroke units, and specialty mobile healthcare vehicles. Built with durable all-aluminum construction, Frazerโ€™s type 1 EMS vehicles provide a safe and spacious environment for medical personnel, along with ample storage and customizable interiors to elevate patient care. The type 3 EMS vehicles, featuring a cutaway-style chassis with lower frame rails, facilitate easier patient loading and ensure a smooth ride with a short turning radius. โ€œAdditionally, Frazer offers the versatile Urban Command Vehicle (UCV), which serves as a first responder, rescue truck, or support vehicle. With configurable storage and optional generator power, it can be complemented with light towers and other essential equipment. In the realm of mobile healthcare, the company has pioneered the development of innovative EMS units equipped with CT scanners and telemedicine equipment, enabling rapid diagnosis and treatment of stroke patients on-site. Lastly, its specialty mobile healthcare vehicles are larger non-emergency vehicles designed to redefine traditional house calls by bringing medical services directly to patients, thus enhancing accessibility and care delivery,โ€ he elaborates. Company Ethos The success of Frazer thus far can not only be attributed to its trusted products and services but also to its organizational culture, according to Darren. He goes on to elaborate on how the company fosters a positive culture that effectively supports employees. โ€œMany companies showcase typical core values like integrity and determination on their walls, yet they often remain mere words on a plaque. Meanwhile, at Frazer, we spent months collaborating with a focus group to develop core values that authentically mirror our company ethos, to the extent of having them printed out on t-shirts. These core values have even become part of the day-to-day vocabulary of our employee base, as they regularly use phrases like โ€˜our world is not flat,โ€™ โ€˜destroying doubt through determination,โ€™ and โ€˜family by choice.โ€™ Living those core principles every day empowers our team to feel connected to the organization and fosters a sense that they are contributing something more than just getting a paycheck. Given that we build vehicles that are lifesaving and can directly impact peopleโ€™s lives by supporting first responders, each member of our team comes to work driven by a shared mission and vision. This solidarity stems from our commitment to these core values, reinforcing the bond and trust that we have cultivated within our company,โ€ he enlightens. Advanced Manufacturing To support its growing headcount and customer demand, Frazer will soon be opening a new facility. Laura sheds light on the added capacity and capabilities this site will bring to the companyโ€™s operations. โ€œOur new production facility at 1410 Gillingham Lane in Sugar Land, Texas, represents a significant milestone for Frazer. This 170,000-square-foot space is designed to more than double our existing production capacity over the next three-to-five years, enabling us to better serve our customers in the fire, EMS, and mobile healthcare industries. To enhance our metal fabrication capabilities, we have invested in state-of-the-art equipment from Amada, including a fully automated punch and laser combination machine and an electric press brake. These machines allow for precise and efficient metal fabrication, thereby improving both the quality and speed of our production processes. In our assembly department, we are adding an automatic wire cut and strip machine to streamline electrical assembly and ensure consistent and reliable wiring harnesses for our vehicles. โ€œFurthermore, our paint department is also undergoing significant advancements with the implementation of a robotic sanding and paint preparation station to achieve uniform surface finishes. Alongside that, we are introducing multi-stage automated paint booths equipped with an automated paint delivery system, a robotic painting arm, and Automated Guided Vehicles (AGVs) to transport modules through the painting process. These innovations will enhance paint quality and reduce production time. Additionally, our new facility features a well-lit and air-conditioned customer delivery showroom, which provides a comfortable environment for clients to inspect their vehicles upon completion. Such investments reflect our commitment to leveraging advanced technology to improve efficiency, quality, and ultimately, customer satisfaction,โ€ she expands. Smart Factory technologies and approaches are already being implemented in the new Sugar Land facility. Laura explains how Frazer is planning to leverage dataUF Health mobile stroke unit vehicle to enhance efficiency, quality, and scalability. โ€œBy focusing on automation, advanced manufacturing processes, and data-driven decision-making, we strive to optimize our operations and meet growing customer demand. For instance, we have invested in automated fabrication technologies, such as precision laser cutting and punching machines capable of operating round-the-clock, which allows for unmanned production shifts. Moreover, robotic sanding and paint prep stations ensure uniform surface finishing with minimal manual intervention, while automated material handling systems streamline workflow efficiency andmaintain consistency.

How Frazer Designs EMS Vehicles That Help Crews Stay Sharp

EMS professionals handle long shifts, tough calls, and nonstop movement. Fatigue builds up fastโ€”especially when vehicles arenโ€™t built with the crew in mind. From uncomfortable layouts to rough rides and poor climate control, a bad setup can make a hard job even harder. At Frazer, weโ€™ve spent decades listening to crews and designing around what they need. Our EMS vehicles are built to help reduce strain, ease movement, and support comfortโ€”so your team can focus on what matters most: patient care. Built for Crew Comfort and Efficiency Every EMS unit is a mobile workspace – where comfort, access, and efficiency matter just as much as performance. Thatโ€™s why we focus on ergonomic designs that reduce unnecessary steps, strain, and fatigue. By thinking through how real crews work, we help make every shift a little easier on the body. A Ride That Doesnโ€™t Wear You Out Even a short transport can take a toll on the body when the vehicle isnโ€™t built right. Constant jolts and vibrations can lead to soreness and long-term strain. Frazer vehicles are built to deliver a smoother, more stable ride: Less jarring means less stressโ€”so crews can stay focused and ready. Comfortable Climate, No Matter the Weather Temperature control plays a big role in keeping crews alert and comfortable. Many emergency vehicles rely on the chassis A/C system alone, which often canโ€™t keep upโ€”especially in hot or cold climates. Frazer uses an independent HVAC system that gives you: Better climate control helps reduce mental and physical fatigueโ€”and keeps everyone more focused. Smart Storage That Works With You Poorly placed gear adds unnecessary movement, bending, and lifting. Weโ€™ve designed our storage systems to minimize that. These details help crews move more efficiently and work without added strain. Built Around the Way Crews Really Work EMS fatigue is real. But thoughtful design makes a difference. At Frazer, every unit is built with the crew in mindโ€”from layout to climate to storage. Itโ€™s not about bells and whistlesโ€”itโ€™s about making the job just a little easier, every shift. If your team is looking for an EMS unit designed to support long hours and hard work, letโ€™s talk. Weโ€™ll walk you through what makes a Frazer differentโ€”and how we stand behind our vehicles long after delivery. Schedule a Call Today!

Purchasing a Used Frazer in the Used Vehicle Market

Frazerโ€™s have a reputation for being reliable and easy to maintain, and many people find that purchasing a used Frazer vehicle can be a great way to get a high-quality vehicle at a lower cost. In this article, we’ll explore the benefits of purchasing a used Frazer, the factors you should consider when making your purchase, and some tips to help you have the Frazer experience you deserve. Benefits of Purchasing a Used Frazer Vehicle – The Upside!  There are several benefits to purchasing a used Frazer vehicle instead of a new one. First, the cost savings can be significant. A used vehicle will typically be significantly less expensive than a new one, even if it is only a few years old. Second, a used vehicle will also depreciate more slowly than a new one, so you will retain more of your investment if you decide to sell it in the future. Finally, in the current market, timing is everything and when a used vehicle becomes available, itโ€™s typically ready for near-immediate delivery. You may be able to find a Frazer vehicle that fits your needs and budget quicker than designing and building new one. Factors to Consider When Purchasing a Used Frazer Vehicle To buy or not to buy ๐Ÿค” When purchasing a used Frazer vehicle, it’s important to consider several factors to ensure that you make a smart purchase.  Firstly, you should obtain a comprehensive vehicle history report to see if the vehicle has been in any accidents or has had any major repairs. You may want to consider using Carfax or AutoCheck reports to learn more about the vehicle’s history. Additionally, you should conduct an in-person inspection of the vehicle to make sure there are no signs of excessive wear and tear or damage that may not have shown up on a report. It’s a good idea to have a mechanic inspect the vehicle to identify any potential problems that you might have missed.  Be sure to check all systems such as: Maintenance and repair records should also be examined to ensure that the vehicle has been properly cared for. Most original owners keep comprehensive maintenance records and would be willing to share these if you say the magic words. Fun Fact: The original owner and Frazer build date(s) can be identified on the inside door panel of our exterior electrical compartment on the driverโ€™s side.  Lastly, an often overlooked step is ensuring that the vehicle meets local and state design requirements. Design criteria such as KKK-1822-F (commonly referred to as Triple K), CAAS GVS v3.0, and NFPA 1917 are common standards that certain states may require a unit to be built to. You can find current NEW vehicle requirements on this helpful NASEMSO website. Also, standards have changed over time so when the vehicle was originally ordered and built there may have been a different standard in place at the time, or there may not have been a standard at all. If a Frazer was built to a certain standard, that placard/sticker would be on the inside door panel of the driverโ€™s side forward compartment where the main oxygen bottle is typically stored. If you don’t see a placard, that indicates the unit was likely not designed to a specific standard. Have questions, have no fear, the Frazer Service Team is hereโ€ฆseriously, you can email [email protected] and we can help answer any questions related to that specific vehicle.  Ok, ok, so let’s pretend you didn’t read the previous paragraph. Youโ€™ve now likely spent tens of thousands of dollars, you have a unit in your parking lot staring back at you ready to make calls and youโ€™re asking yourself why you didn’t read this awesome blog over oatmeal last week. Well, lesson learned, you will read every Frazer blog moving forward. But seriously, we are here to help. Our Houston service team is on standby waiting to discuss what it will take to make that unit complaint, how quickly we can get this burden off your mind, and lastly how many more bags of cash it will take for you to say โ€œtough lesson learnedโ€. Tips for a Successful Transaction – Smooth Like Butter To ensure a successful transaction when purchasing a used Frazer vehicle, it’s important to set a budget and stick to it, but don’t stick too much. As mentioned above, plan ahead but be prepared to spend a little on a few โ€œfixer-upperโ€ repairs that are often inevitable with custom-used vehicles. You should also research the market value of the vehicle to make sure that you are paying a fair price.  Before finalizing the purchase, arrange for a test drive to make sure that the vehicle is comfortable and handles well and just feels right.  Considering financing this vehicle? Frazer has preferred funding partners which can be found here. Where to Find a Used Frazer Vehicle – Like Easter eggs, only more expensive! There are several options for finding a used Frazer vehicle, including private sellers such as ETA or Ambulance Depot, online or social media marketplaces, and auctions. Oh, and you can reach Frazer directly at [email protected] and we may have a used unit available too. Sometimes Google searching โ€œused Frazers near meโ€ may be the search you need. Conclusion – Itโ€™s not goodbye, itโ€™s see you later! Purchasing a used Frazer vehicle can be a great way to get a high-quality vehicle at a lower cost. When making your purchase, it’s important to consider the vehicle’s build history and standards certification, overall condition, and maintenance records. By following these tips and doing your research, you can ensure that you make a smart purchase and end up with a vehicle that you love.
